A special selection board was constituted under the Indian Forest Service (Initial Recruitment) Regulations, 1966 to select officers of the Jammu & Kashmir forest department for the newly created Indian Forest Service in the senior and junior scales, selection being made on the basis of service records alone without any test or interview. One member of the board, as the Regulations required, was the State's Chief Conservator of Forests — Naqishbund, then only acting in that post, who was himself a candidate for selection and against whose promotion a senior Conservator, Basu, had an appeal pending before the State Government.…
