On 22 May 1982 he was served a letter listing 12 charges of gross indiscipline, of which charges 2 to 7 and 11 related to his alleged misconduct towards the Deputy Chief Commercial Superintendent (Respondent 3) personally — including abusing him in his office, forcing himself upon him with petty complaints, and hiring goondas to create security problems for him and his family.…
