What the Court ordered
For the reasons stated above, we hereby direct that to meet the future requirements of the Railways in regard to the spares for governors to be used in the diesel locomotives are concerned, same shall be purchased by a public tender and offers so received shall be considered on their merits without reference to the policy referred to in the letter dated 23.10.1992.
