We are of the opinion that promotions of Constables as Head Constables made prior to the date of the decision of the learned single Judge in O.P. No. 5298 of 1982, i.e., December 5, 1984, on the basis of the direction contained in Rule 10(ii) of the Rules issued under order dated May 17, 1963 should remain undisturbed.
