For the above reasons, we set aside the judgment of the High Court G declaring proviso (ii) to sub-rule (3) of Rule, 3, proviso (ii) to sub-rule ( 4) of Rule 6 and proviso (ii) to clause (c) of sub-rule (4) of Rule 8 of the Tripura Panchayats (Delimitation of Constituencies).
