What the Court ordered
In the result, we uphold the judgment and decree of the High Court in C.C.C.A. No. 38 of 1982 and dismiss Civil Appeal No. 2558 of 1988. We allow Civil Appeal Nos. 7139 to 7144 of 1997 and set aside the judgment of the Full Bench of the High Court. The Writ Petitions and Writ Appeals shall be disposed of by the High Court in the light of this judgment. The parties will bear their respective costs.
