We are of the view that in the facts and circumstances of the case it would be proper to direct the Chie Secretary of the State of U.P. to consider the representation made by the writ petitioner Dr.K.U.Ansari after giving reasonable opportunity of hearing to him and to Dr.A.K.Kapoor, respondent no.4 herein, and dispose of the same by passing a reasoned order.
