The vessel Kobe Queen I (also known as Gloria Kopp), registered in Panama and manned by a Ukrainian crew, was spotted by Customs officers in Indian territorial waters carrying about 15,000 MT of steel cargo; it had entered without intimating the authorities or filing the import general manifest under Section 30 of the Customs Act, 1962, and had changed name and colour during the voyage.
