Constitution of India, 1950: Article 12 and 226-State Council of Education, Research and Training (SCERT)-Held: Is not 'State' or other authority within the meaning of Article 12 and normally not amenable to jurisdiction of High Court under Article 226-Therefore, there is no reason to issue any writ or direction to authorities of GNCT, Delhi with regard to pension, gratuity, general provident fund etc. to the employees concerned-State Council of Education, Research and Training Rules and Regulations-Regulation 67.
