What the Court ordered
We hold that in terms D of Regulation 5(4) of the Indian Administrative Service (Appointment by Promotion) Regulations, 1955 it was incumbent upon State Government to forward complete service • records of all the eligible candidates including the 1st respondent to the UPSC for considering them for promotion to E IAS cadre.
