What the Court ordered
The appeal is without merit. Accordingly, while upholding the impugned judgment, we dismiss the appeal. The sixth respondent shall be entitled to benefits flowing from the impugned judgment. If not already extended, the benefits thereunder be made available to her as early as possible but positively within 2 (two) months from date.

The appellant had worked as an Anganwadi Sevika in Jalgaon district since February 1992. Zilla Parishad, Nashik advertised posts of Anganwadi Supervisor on 18th April 2013, requiring ten or more years' experience as an Anganwadi Sevika and expressly instructing that only Sevikas currently working in Tribal/Rural ICDS projects in Nashik district could apply. The appellant, who had never worked in Nashik district, nevertheless applied, was selected and placed first on the OBC waiting list; after the selected candidate's appointment was cancelled, she was appointed on 4th March 2014 on the strength of a clarification dated 19th November 2013 by the Divisional Commissioner, Nashik, that the Government Resolution of 17th November 2001 did not require the ten years' experience to be in the same district.…
