What the Court ordered
Accordingly, the Director, CBI, shall forthwith ensure registration of a regular criminal case in relation to the custodial death of Shri Shravan. The investigation shall be entrusted to a senior officer of CBI and shall be conducted expeditiously. ... Thus, as an interim measure, we direct that compensation to the tune of Rs.25,00,000/- (Twenty-Five Lakhs Only) shall be paid by the State of Chhattisgarh to the petitioners herein. The final quantum of compensation payable to the petitioners shall be determined while adjudicating the instant petition.

In brief
The deceased was arrested on 18th January 2024 for possession of 6 litres of raw Mahua liquor worth Rs.1,200 under Section 34(2) of the Chhattisgarh Excise Act, 1915, and was lodged in Central Jail, Bilaspur following remand. He was referred to CIMS Hospital on 21st January 2024 due to deteriorating health and died on 22nd January 2024, aged 34. The jail medical report recorded the cause of death as cardiopulmonary arrest with aspiration pneumonitis on a diagnosis of alcohol withdrawal and delirium tremens, making no mention of injuries; the post-mortem, however, recorded six antemortem external injuries, including an occipital scalp laceration about one day old and contusions 2 to 6 days old, and attributed death to cardio-respiratory arrest from head injury caused by a hard blunt object.…
