On 04.05.2014 at about 11:00 AM, while Inspector Shiv Kumar (PW-04) was manning a naka at the Canal Bridge, Village Tehang, a secret informer told him that the appellant and his brother were transporting poppy husk in a Tata Safari from Saiffabad towards Tehang. Without recording the information in any register or sending a copy to his superior, PW-04 scribed a ruqa (Ex.
