Four officers of the Haryana Development and Panchayat Department (Pradeep Atri, Praveen Chaudhary, Pankaj Gaur and Arun Bhatia), all still on probation as Sub-Divisional Officers (Panchayati Raj), obtained deputation to the PW (B&R) Department in the cadre of Assistant Engineer (Civil) and, within months of joining, secured permanent absorption there against vacancies earmarked for direct recruits. Atri initiated his own deputation by writing directly to the Engineer-in-Chief of the borrowing department, bypassing his parent department, and no terms of deputation were ever issued; Chaudhary's deputation and absorption were set in motion by the Revenue and Transport Ministers, who had no connection with either department, and by an MLA; the absorption of Gaur and Bhatia was pushed through by ministerial and MLA intervention over the categorical objection of the Engineer-in-Chief, on the stated grounds that they held M.Tech degrees, had been properly recruited and worked well.…
