The respondents were contract-appointed School Lecturers whose cause of action on pay arose between 1998 and 2000. Only after the Himachal Pradesh High Court decided LPA No.105 of 2010 (Rakesh Chand) on 13.12.2012 did they file CWP No.264 of 2013, which was disposed of on 10.01.2013 directing that if they were found similarly situated to the persons in LPA No.105 of 2010, similar treatment would be extended — that judgment entitling such employees only to the initial of the pay scale attached to the posts of JBT Teachers, as revised from time to time.…
