What the Court ordered
Therefore, in our considered opinion, the impugned order of the High Court as well as the externment order is liable to be quashed for the foregoing reasons. It is ordered accordingly. Appellant is free to enter the districts from where his externment was ordered. ... The appeal stands allowed on the above terms. Pending application(s), if any, shall also stand disposed of.

In brief
On a 2019 police memorandum citing ten criminal cases registered between 2009 and 2019, the District Magistrate, Raigarh registered externment proceedings against the appellant under Sections 5(a) and (b) of the Chhattisgarh Rajya Suraksha Adhiniyam, 1990, but closed the case on 6th October 2025, noting the appellant's acquittals and the absence of any fresh police report, letting him off with a warning. Shortly thereafter two FIRs surfaced — one under the Chhattisgarh Municipal Corporation Act, 1956 concerning an unauthorised colony, and Crime No. 483/2025 under the BNS and the SC/ST Act alleging circulation of a video with abusive remarks against Baba Guru Ghasidas — and on a fresh report from the Superintendent of Police the District Magistrate recalled the closure order and, on 4th November 2025, externed the appellant from Raigarh and contiguous districts for a year.…
