Tamil Nadu, under the Tamil Nadu Marine Fishing Regulation Act, 1983, issued G.O. MS No. 40 dated 25.03.2000 prohibiting pair trawling and purse seine net fishing in the State's coastal/territorial waters, reinforced by Rule 17(7) of the Tamil Nadu Marine Fishing Regulation Rules, 2020. Purse seine operators complained that the State was relying on Rule 17(7) to stop them from even carrying purse seine nets through territorial waters en route to fish in the Exclusive Economic Zone beyond 12 nautical miles, while the State feared clandestine use of the nets within its waters.…
