NOIDA allotted a commercial plot (Plot 5-A, Sector 94) to the Developer under a 2011 scheme and executed a lease deed on 11.01.2012, handing over possession; the site plan sanctioned on 06.03.2012 showed a 45-metre front road and a 24-metre side road giving access to the plot. Construction was first halted by the NGT's 2013 restraint order concerning the Okhla Bird Sanctuary (for which NOIDA later granted zero period/penal interest relief), but even after that bar was lifted in August 2015 the 45-metre front road remained unbuilt and encroached and the 24-metre side road was unpaved until February 2020.…
